A True Simkl Plugin For Plex
I'm currently using the Simkl Webhook with Plex, which is good btw, but we need something that's a little more versatile, along the lines of a true Plex plugin, that's not restricted to just marking shows/movies as watched based on what's currently being watched with Plex. Something along the lines of the Trakt plugin, that can also be adjusted to Push all-time watched statuses, watched progress, ratings, lists, newly acquired shows, removed shows, etc associated with your entire Plex library over to Simkl, or Pull the aforementioned from your Simkl library and sync it with Plex. That would be ultimate gold for me and others.

Plex has started removing plugins from it’s code https://techcrunch.com/2018/09/26/plex-kills-off-support-for-cloud-sync-plugins-and-bookmarking-features/ , so there is no point on developing a plugin that would not work next year. So best choice is to ask Plex to develop alternative API, that would complement the webhook.

Simkl Lists for iOS and Android now support notifications, so you can use those apps instead of Pushover.

That's unfortunate. I had no idea they were killing off support for plugins until I read that article. The only plugin I use with Plex is Trakt.tv, which is a 3rd party plugin and has a strong user base. If they would add native Trakt support, like so many other apps do, then I wouldn’t miss any of the other features they are planning to drop. So I agree the best choice, for now, is to try to get them to develop something that would compliment the Simkl webhook to its fullest. Fingers crossed.
BTW, the Simkl Kodi addon works great for me, but the Windows TV tracker for VLC and MPC-HC doesn't do the trick for me because 99.9% of the time I tend to stream videos from my NAS, and the tv tracker for Windows doesn't detect what I'm watching with VLC or any media player on Windows, if the target file is on another device (NAS, server) being streamed over LAN or remotely. It's a bummer but I do appreciate the IFTTT recipe, since I can always shoot a quick text with my phone after watching something, without having to directly go to the Simkl website. And of course, I receive all of my watchlist notifications, that are pushed to me via IFTTT and Pushover.
